November 2025 Budget: Key Changes for your Business.
In Wednesdays budget, the chancellor revealed nearly £30bn in tax rises. Here is a recap of some of those changes and what it might mean for you.
INCOME TAX – The freeze on income tax thresholds will be extended until 2031, a move known as a stealth tax. NI rates and thresholds will also remain the same until 2031.
EMPLOYER NATIONAL INSURANCE (NI) – The freeze on employer NI secondary threshold (the point at which you start paying NI for your employees) has been extended for another 3 years. As you increase wages to keep up with inflation, this means a larger portion of your payroll will be subject to the 15% employers NI rate.
SALARY SACRIFICE – From April 2029, salary sacrificed pension contributions above an annual £2,000 threshold will no longer be exempt from NI contributions
NATIONAL LIVING WAGE – From April 2026 NLW will increase to:
£8.00 for 16-17 year olds
£10.85 for 18-20 year olds
£12.71 for 21+
DIVIDEND TAX – From April 2026, dividend tax will rise by 2% from 8.75% to 10.75% for basic rate and from 33.75% to 35.75% for higher rate. Additional rate will remain the same at 39.35% and the dividend allowance will remain the same at £500. This will impact directors and shareholders personal tax position if you extract profits as dividends.
CORPORATION TAX – From 1st April 2026, the penalty for late submissions will double!
ISA CONTRIBUTIONS – From April 2027, the amount you save tax-free in a cash ISA will be slashed from £20,000 to £12,000 (unless you are aged over 65) However the stocks and shares ISA allowance remains the same at £20,000.
SAVINGS INCOME – From April 2027 the basic rate for tax on savings interest will increase to 22%, higher rate will increase to 42% and additional rate will increase to 47%. However, you could still get up to £1,000 of interest and not pay any tax on savings interest depending on which tax band you are in.
PROPERTY INCOME – From April 2027 the government will create separate tax rates for property income. The rates for property income will be 22% for basic rate, 42% for higher rate and 47% for additional rate.
MANSION TAX – From April 2028 the new tax will hit owners of properties over 2m.
Properties valued at £2m – £2.5m will pay £2,500 per year
Properties valued at £2.5m - £3.5m will pay £3,500 per year
Properties valued at £3.5m - £5m will pay £5,000 per year
Properties valued at over £5m will pay £7,500 per year
ELECTRIC VEHICLES PAY-PER-MILE TAX – From the 2028-29 financial year drivers of battery electric vehicles will be subject to a 3p per mile tax.
INCREASED HMRC COMPLIANCE ACTIVITY – The budget also includes a significant investment in HMRC to tackle the ‘small business tax gap’. This means we can expect increased scrutiny of small business tax affairs. It is now more important than ever to ensure your records are accurate, bookkeeping is kept up to date, and your tax compliance is up to date.
